fix: 修复构建脚本跨平台 import specifier 路径规范化
- toImportSpecifier() 使用 replaceAll 替代 split(sep).join，明确 ESM import specifier 语义
- 增加 relativePath 可选参数支持测试注入 Windows relative 语义
- 重写 Windows 路径测试，使用 node:path.win32 显式模拟而非依赖当前平台 sep
- 更新 DEVELOPMENT.md 记录构建 code generation 约定
- 同步 static-asset-embedding 和 windows-test-compat spec 新增要求

refactor: ICMP checker type 从 ping 统一改为 icmp，修复前端 UI 细节
- ICMP checker 的 type/configKey/YAML 配置键/接口属性名从 ping 改为 icmp
- IcmpChecker 添加 platform 构造函数注入，修复 Windows 测试兼容性
- 前端 target 表格延迟列优化：标题简化为「延迟」，单位下移到单元格，宽度 80px
- Drawer 概览页 Descriptions 添加 tableLayout=auto 收窄 label 宽度
- 同步更新 README.md、DEVELOPMENT.md、probes.example.yaml、JSON Schema 和全部测试

refactor: 重命名 command checker 为 cmd checker 并适配跨平台测试
将 type/configKey 从 "command" 统一为 "cmd"，源码目录 runner/command/ → runner/cmd/，
spec 目录 command-checker/ → cmd-checker/，测试全部改用 bun -e 替代 Unix 系统命令，
归档 cmd-checker-enhancement 变更并同步 delta spec 到主 spec。

fix: 修复 Windows 平台测试兼容性问题
- 新增 tests/helpers.ts 的 rmRetry 工具函数，解决 SQLite 文件句柄未及时释放导致 afterAll 清理时 EBUSY 错误
- 修改通配符测试用例，使用 bun -e 替代 echo 命令，确保跨平台行为一致
