Introduce HoodieReadHandle abstraction into index

- Generalized BloomIndex to work with file ids instead of paths
 - Abstracted away Bloom filter checking into HoodieLookupHandle
 - Abstracted away range information retrieval into HoodieRangeInfoHandle
