Migrate test data prep logic in
- TestStatsCommand
- TestHoodieROTablePathFilter

Re-implement methods for create new commit times in HoodieTestUtils and HoodieClientTestHarness
- Move relevant APIs to HoodieTestTable
- Migrate usages

After changing to HoodieTestTable APIs, removed unused deprecated APIs in HoodieTestUtils
