* Filter out empty string (for non-partitioned table) being added to "__all_partitions__" record

* Instead of filtering, transform empty partition-id to `NON_PARTITIONED_NAME`

* Cleaned up `HoodieBackedTableMetadataWriter`

* Make sure REPLACE_COMMITS are handled as well
